Why do people steal condoms from wal-mart and hide them in my department?

ok .. Recently i've seen more and more condoms, pregnancy tests being stolen and dropped off in my department. Why do people steal condoms and pregnancy tests? Is it cool? Does it save money? The managers and stuff also don't care, there are even security cameras that are installed to catch them, but managers still don't care.
 
Kids pick them up and then chicken out on buying them so they just drop them in another department. Wherever they are when they decide not to buy.
 
Could be kids playing practical jokes or people just changing their minds. (Technically they aren't stolen unless someone walks out of the store without paying for them).
