Why do people say that it is illegal to download images?

I see this all the time. Why do people say that it is illegal to download images from a website...even though you ALREADY have?

Whenever you go to a website, your computer has to download the images in order to even display the website to begin with. Every time you go to a website, the image files are saved to the Temporary Internet Files folder on the hard drive. So in effect, you have ALREADY saved a copy of the picture.

If it was actually true that downloading an image was "illegal," then shouldn't we all be fined everytime we go on Yahoo Answers? After all, you're downloading the Yahoo logo and the photos they use for advertising, etc. And I guess that means I could sue anyone who has even looked at my pictures on Flickr, right? Because they actually downloaded my pictures in order to display them on their computer screen.

Do you think this might be from people who don't have a clear understanding of the terminology associated with computers and the internet? Maybe older people? (Though even some kids aren't really computer literate...just because they go on MySpace doesn't mean that they know anything about computers). For example, some people still don't understand the distinction between "uploading" and "downloading."

And is it about time that we start being more specific and say that it is illegal to PUBLISH photos without permission, to upload them to another website, etc.

I'm just wondering.

I'm also curious about why people say "develop negatives"....when negatives have already been developed. You develop FILM. But I'll save that for another question...
Temporary Internet Files are *not* actually temporary. They will stay on the hard drive permanently, until you clear the cache.

And what is to stop me from going into the Temporary Internet Files folder, and simply copying and pasting those image files to another location...like say, the Desktop?

It's not insignificant. It's actually a very important and relevant question. What is the difference between right-clicking on a picture and clicking "Save Picture As" to save a personal copy of the picture on your computer...and when the computer downloads the image file to display the webpage? What exactly is the difference? Technically, they are the exact same thing. You have saved the image file on your computer.
mister-damus...negatives are what you get AFTER you develop FILM, after you have already developed and fixed the silver halide. So saying "develop negatives" is kinda redundant. That's not a big deal, I was just curious why people say that. I'm more conerned with the main question about downloading.
Gunman, you have not seen my pictures, you don't know anything about my pictures. Like I said earlier, if I have a question about PlayStation, I will ask you about that. *Blocked.*

What people are talking about are pictures that are copyrighted. Obviously the temporary internet files are different because they are as stated, temporary. I don't know why you are so upset by this, but seriously there are other things in this world to be worried about. I do understand the difference between uploading and downloading.

Take a deep breath. I don't know who's pushed your buttons, but asking this question in the manner in which you have is a little uncalled for. Especially since there really isn't a questions. It's just you ranting and raving about something that doesn't even matter. JMO
