Why do people in Western culture wear such dark, muted clothes?

It seems people from India or Africa wear bright, noticeable red/yellow/light colors. And people from America and Europe wear mostly muted, gray/black/white colors.
It's just my impression from what I've seen but I'm curious.
Is it just me or is it really different? Any thoughts why?
