Why do people allow culture to over power religion?

Say someone is of a certain religious group and belong to a cultural group, why is it that most of the time they prefer to follow culture rather than their religion?

Because Culture is a part of reality and Religions are not.

You can't change your culture but you can change your religion. Therefore culture is more dominant.
