why do my parents spank my little sister(9) and me(13) in the lounge?

The lounge is like any other lounge it's just that is has a big window over looking the street (It's so close that you can jump through it and land on the footpath). It's so annoying because everyone passing can see us being spanked and the spanking are sometimes (but not often) bare butt and naked. Why do they spank us here
