Why do my applications on my palm pixi move around when my phone dies?

I have my apps the way I like them but when my phone dies and I turn it back on they all go back to the way they were before i moved them. Is there anyway to prevent this? and also, when the pixi is charging, is there ANYWAY to turn it on without having to wait like 20 minutes??
