why do most countries in the middle east use so little renewable energy sources?

Two reasons:

1) They have an abundance of oil.
2) They have primitive technology.

The Middle East is primitive, really. If it weren't for all the oil money, they would not so different than Afghanistan. Somewhat more advanced, better educated, etc, but they have never had much in the way of home grown science and technology.
 
Because they have fossil fuels over there.

Not to mention they use less. They use a LOT less than what the United States uses. Most people ride bikes, not drive cars. I would say that they actually use more renewable energy sources than we do just because we drive more, waste more water, etc.
