Because she is young enough that she still follows fashion, so fashion reporters have something to do. You probably aren't old enough to remember Jackie Kennedy - it was the same thing for her too. Her outfits, and hats, were in the news all the time.

I heard that because she's the very first First Lady to show off her arms in a dress. But then again, it's in the news because of her outfit choices... the color, shape, and what's on it. The news people think that it's peculiar.
