Why do law abiding citizens feel threatened in downtown DC?

Why does the crowd in the inner city act like animals? Especially around the Verizon center, it is almost like people are afraid to go to events there. These young African Americans in there are loitering, using foul language and some are visibly intoxicated. Why don't the police get them out of there?
 
I visited Washington D.C. once, last year, and was surprised at the number of homeless people out everywhere. I was even more surprised at how aggressively they asked for money. Only one that I talked to was interested in food; the rest wanted cash.

It was not something that would make me want to return with my wife and kids.
 
Because the police have the job of protecting the crooks there. It's not as obvious in state capitols, but remember, every legislator is picking your pocket to pay for his project so he can keep his job. "Small change" Obama has done nothing to change that. As far as the unemployed, the homeless, and the young, where should they hang out? At least they're learning a trade: begging.
