why do kids have bad behavior when they live in bad environments?

Because when the environment is bad there is no structure, no discipline, no feeling of security, no example to follow and probably a lack of a lot of essential parenting techniques and so children will act out.
 
If you can only afford to live in a bad environment, you probably can't keep a good job for some reason such as your attitude, always late..etc. This sets a bad example for your children and they will do the same. Kids just grow up around it and don't know any better. They also feel comfortable listening to music that describes their lifestyle so they can relate to it, then they hear the singer say something awful and then the listener acts on it.
