Why do gardeners put decayed compost onto soil in the garden?

Decayed compost becomes fertilizer to the plants. That's what my grade school gardener teacher told me. Also, decayed compost are much better fertilizers than chemical fertilizers for various reasons.

As a slow acting, slow releasing fertilizer.

Regular fertilizer can wash away into the soil fairly quickly. The decayed compost will release into the soil a little at a time.
