Why do cooking directions on packages advice different timing to be followed in

Not sure what you mean. I do know that it takes water longer to boil at higher altitudes. If we both had the same stove and same pot and filled it with equal amounts of water and coordinated a time on the phone to turn the stove on at exact same time, my pot here in Ohio would boil faster than someone who lived at a higher altitude in Colorado. Thats the only thing I can think of. I dont really recall any cooking instructions that differ by location, but that would be my guess.
 
altitude because the air is thinner in the higher altitudes so it takes more oxygen to burn and thats what basiczlly happens, brown char on food
 
Altitude can cause a large shift in how things cook. Water boils at different temperatures at different altitudes and it will definitely affect what you're cooking.
