I would argue that each right or power not specifically granted to the federal government should be evaluated to determine if it belongs to the state or the people.

Government can't exist without the people believing they need to be ruled.

The country was founded on the idea that the populace would vote with their feet, by moving to states where they felt comfortable.

The term 'enemy corabatant' is broad and can be applied to many people including US citizens. Enemy corabatants are not afforded due process, have no rights to habeus corpus, may be detained indefinitely, are not provided a real trial and are instead prosecuted under military tribunals where heresay evidence is allowed. Enemy corabatants include many innocent people. Just look up the Uyghurs.
