Why do Conservatives support free university tuition for People With Disabilities?

Since 1973, the Federal government gives states grant money to pay college tuition and/or otherwise provide technology and training to help People With Disabilities become employed. Conservatives don't generally oppose this system, so how is allowing this to continue consistent with their emphasis on self-reliance, and mistrust of big government?
 
Just because they don't actively try to cut the program doesn't mean they support it. You have to pick your battles. Cutting that would cost a lot of political capitol that could be better used elsewhere.
