Why do cars in the UK get higher mileage than identical cars in the US?

Case in point: the Honda Fit (US) and Jazz(UK). After adjusting for the difference in gallon size (imperial vs US) the Jazz gets approx. 43 mpg combined and the Fit gets 31.
