Why do businesses determine a base for families?

If you haven't noticed, family packages are becoming regularly available on everything from Xbox live to hotels to amusement parks. What strikes me though is how every family is portrayed as having FOUR people.(often an older sister and younger brother) Why do they set these standards? There are many families of 3, 4 or 5 children who don't get to enjoy the benefits of "Family" Packages because apparently their families are too large. Why can't they just have a base fee plus an extra (low) fee for each additional child?
