Why do books start off with a story?

Speaking of Self Education or information type books. When you really want to get to the guts in a book, you can't. Sometimes they drag out a personal story for 15 pages. "I was walking down the street in my home town and.... "Then another story about jack and jane, then another. Then about 1/4 way through the book you are board with it. Why all the fluff. Why don't they directly write to the reader and break everything down?
 
eh I don't know, I guess it's to acquaint the reader with the character(s)/author.

Personally I think a lot of books are dull at the beginning, but if you stick with it, it oftenly enough gets better, or like you said, "get to the guts in the book".
 
Stories are used to connect the reader to the author. Most are vague and easy to relate too. A lot of them I don't like either, and when you read college text books every single chapter starts with a story. Sometimes they give good insight to the topic but can be boring and drag on i agree.
