Why do authors use plot, characterization, irony, satire, and setting?

Why not? These are the basic building blocks in writing:
Plot: The story itself, presented in the right way it will boost the quality of the book
Characterization: Allows the reader to believe and follow the story's movement
Irony: a technique where the character does the opposite thing of what the reader expects; helps entrance the reader to read the book more
Satire: Just the use of irony
Setting: The place(s) or time(s) where the story takes place

The plot is the framework on which the story hangs. Characterization is both the viewpoint from which the plot is seen and the development of the plot via the human element. Setting can be many things, adding a context for the plot, or colour to the plot, or be mere decoration.
Unlike the other three, irony and satire are not vital to a story, but they can add relevance to it by using the story as a mirror to reflect real life, which some hold to be the point of all fiction.
