It is not possible because of the large amount of pre-qualification games required; for example in Europe we have 51 Countries and only 16 take part at the final European championship, 9 at the World cup.

i think the tournaments would lose their sheen if played once every 2 years.the WC and Euro are tournaments followed by millions around the world and it would obviously take a lot more money to do that.

It's too much for the players, especially in Europe, not to mention the whole logistics of holding such an event.
