Why did Toy Story 3 take a long time and question about Buzz Lightyear toys?

I have two questions about Toy Story 3 and please let's answer these questions.

First question: Why did Toy Story 3 take wait for 11 years after Toy Story 2 and why didn't Pixar agree with Disney at first?

Second question: What did mean Buzz Lightyear must be recalled for Toy Story 3 in the development? Read this for me here at http://en.wikipedia.org/wiki/Toy_Story_3

When I was read to try to find answer these questions but that I couldn't understand both stories about these questions.

The Buzz lightyear plot was suggest by Disney.

Pixar originally wasn't keen on doing a third movie. Not sure why they relented but I'm glad they did.
