Why did the US rebuild our enemies after WWII?

After all the atrocities committed how could we have rebuilt them rather than control them?

The UK, and it's Allies set them both back nearly a thousand years so why would we be rebuilding them?

I am not bashing Germany or Japan I am only curious as to why it was done when so many other Nations were not given back?
