To make it hard for our enemies and thieves to get to, I'd assume they'd claim.
I'm sure it would also be used in the case of a national emergency, and a few privileged persons would be able to live down there while the rest of us suffered up top.
I heard they have an underground metropolis under the Las Vegas area, maybe around Area 51?
