Why did the 5 story apartment in Delhi collapse?

I can't believe this! what If I lived there? I only live a couple of miles away and I am so angry at the builder who did this!! why did they not warn people about the building collapse!

Is this going to happen in any other buildings aruond? Should new delhi be panic!!
