Why did my 1994 Toyota Tercel Fail Emissions, any experts out there?

I just got back from the Emissions testing center and was told I failed. It looks like my numbers are as follows: HC was 1.54 acceptable is 0.80

CO was 8.99 and acceptable is 12.00 and Nox was 2.84 and acceptable is 2.00

I did put about 1/4 to a half bottle of seafoam in my tank but ran it almost to a quarter tank from a half tank. And then before I tested the car I filled up to almost a full tank and drove on the freeway about 10 min's.

I have recently changed the oil, oil filter, pcv, air filter, plug wires, plugs, adjusted the valve lash, and ran seafoam in the brake booster a few times.

I noticed it takes a few times to get my car to start. Maybe I should change the fuel filter and this would help?!

Anyone have any ideas or suggestions?
