Why did former federal Attorney-General Philip Ruddock create the Marriage Amendment Bill 2004 as it is?

I have a persuasive essay on the subject of legalising same-sex marriage in Australia. In particular, I want to know what helped him make the decision of excluding same-sex marriages, e.g. personal beliefs, influence on the country, or a popularity choice. Personally I think it should be legal to marry those of the same sex, but I need some strong arguments to back this up, particularly involving the bill introduced in 2004. Any help is much appreciated. :)
