Why Did Congress Pass an Anti-Bigamy Law in 1862?

In 1862, Congress passed an anti-bigamy law which was then signed by President Abraham Lincoln.

I wonder why they even thought of passing such a law. America was under a civil war at the time, so there were more important things to worry about.
