why did cesar milan tell the girl not to touch the dog while he's eating?

during the apprentice, cesar told a girl that touched the dog after she put the food on the floor that that is the wrong time to touch the dog.

why?

i thought we were supposed to get rid of dog aggression by taking the food until the dog gets used to it and stops getting upset?
