America had a large empire and just a few years before Japan started spreading into China America had annexed the Phillipines, gained political influence in Cuba and occupied the Dominican Republic and Haiti. Also they stopped sending oil to Japan to stop them from conquering territory in east asia but they continued to sell oil to Germany and Italy even though they were moving into the Rhineland, Checloslavakia, and Ethiopia.

The Rhineland is part of Germany NOW! Back then it was a neutral spot to seperate france and germany.
And Pearl Harbor happened after the US started selling them the oil they needed. Italy had oil from some of its colonies in north africa but it couldn't send the oil to Japan on the other side of the continent without using either the Angloegyptian Suez Canal or going aroud the Cape of good hope in South Africa. South Africa, Egypt, and England were the enemy so they couldn't do that.
