Why can't U.S government adopt "House of Commons" debates between politicians?

I am tired of senate or congress hearing that won't effect on the country issues such as wars,taxes and the list goes on .I have a duel citizenship like U.K and U.S, I get used to "House of Commons" debates from parties going at each other. The politicians put a showdown on issues, such asking the prime minister questions or disagree on issues. No house of commons style to attack Mr Bush on issues in America.
 
That would mean congressmen would have to actually be knowledgeable on issues, instead of just spewing empty rhetoric. You're talking about a group of people that works 120 days out of the year. Do you really expect them to take the time to formulate their opinions on research?
