Why can't there be a simple program to convert files into DVD format?

I've tried a bunch of programs to convert IFOs and VOBs into DVD format. But all of them don't give me what I want. Either watermark on the output file or crappy quality. I have DVD Decrypter it works good most of the time but it's in IFO and VOB format also BUP too. I don't know what that is. If anyone can give me a simple program to decrypt a DVD than burn it to a blank, I would very much appreciate it. Seriously, I would.
