Why can't the UK govt understand 'Special Circumstances'?

I was injured by them - irrecoverably - and am hence unable to work, ..but they cannot cope with the 'I am abroad because of Special Circumstances caused by you' and steal whatever they can from my pension... The DWP...must actually mean..
Does Wreck Pensions..or
Do What's Pratish...or
Devil Worship Practice... Please excuse me, severe head-injury makes you head dizzy!
