why cant my gold fish have babies and are they sick?

every time i get a gold fish they live for a little less than a month then die the last one got sucked at the side of the filter and this one is Just sitting at the bottom of the tank not eating not anything is something wrong with it
 
If you don't complete the nitrogen cycle in your tank, ammonia and nitrites build up and poison the fish.

Goldfish generally don't breed until they are a few years old and never in an uncycled tank. You also need a male and a female, which are hard to tell apart to the untrained eye.
