Why can't I see GIF images on my computer?

I recently downloaded a file full of GIF images but I am unable to view them. when I tried to to view it a internet explorer page came up with a box that had a red X in it. I was wondering if you have to download or buy a some type of program to view the GIF images.

Right click on it to change the way to open it. You can choose Windows pictures and faxes viewer.
