Why can't i get the new Adobe flash player? is anyone else having this problem?

I have downloaded it on my computer like a ga-gillion times
I have a Dell inspiron 1501 with windows vista-basic

I previously had the old version of flash player and since the new version came out i havent benn able to watch anything on the internet

every time i download it says that i "completley downloaded"
andthen i go to youtube and it didn't work
do i have to unload the old version?
i already talked to customer service andthey were no help at all
yes i download and installed it
from the adobe site

and i also have java
im not sure if it is sun java, but the publisher is Sun microsystems
