No, this isn't the idea of a co-op. This entails a singular entity to offer Universal coverage and the winning contractor does so by making bids on the offered rates. What this does is insure a decisively, cheapest rate, but free the Feds from actually running the operation. The contractor would insure compliance, but could not reject anyone from coverage and the criteria for treatment would be a uniform protocol.
