Why basic counting in all over the world repeats after 10 numbers?

Let me take you 1000 years back. At that time most part of the world (which have great contribution in basic development mathematics) are not interconnected but a thing which is found common in all of these countries is there counting (Basic assumption of mathematics). It repeats itself after 9(English), IX (Roman), 9(something like this in India) and different in remaining other countries. Can you tell me WHY it is so? Why counting of all of these countries repeat themselves after ten numbers why not after twelve, thirteen etc.
