Why arn't subwoofers in my Honda Prelude not working?

I have 2- 12" Eclipse Subs boxed with a Phonex gold amp. When I hooked these up they are hitting very little if at all. There is no doubt that I have hooked these up properly, as they have been checked professionally. We changed out the amp with one of my friends amp and it still isn't hitting properly. Please help

just a guess, but i would check the deck, make sure fader, balance is correct, and make sure if it has two sets of pre out rcas, that if theyre hooked up to the sub set of pre outs, that the sub is activated from the deck..........as i once hooked up 4 12s in a car, and it didnt hit at all and after about 10 minutes, i realized that on the deck i didnt have the sub activated............
