Why are there so many Maternity clinics in this neighborhood?

I live in a neighborhood in LA that has a strong Latino population. I walk around the neighborhood often, and from time to time I receive cards advertising free pregnancy tests, and prenatal care, as well as free transportation, and free dental all on the same card. I am of a childbearing age, but I do not have children yet. Once in a while, I will see that women are passing out these cards with all these freebies, but they will only pass them to women who look Latino. I am wondering where this money comes from to support all these childbirths, prenatal care, and dental. Doesn't this encourage women to have more children? Why is this promoted in a Latino neighborhood such as mine versus other neighborhoods within this city? I am also wondering why there are so many Maternity clinics within one block of each other with signs written in Spanish?
