Why are the lights on my 1990 Toyota Corolla always on?

I understand the concept of daytime running lights, but my Corolla's lights (especially year 1990) should not be on unless I physically turn them on.

Second, as for the headlights always running, so are my dashboard lights (and yes I have checked the dimmer switch... its not that)

My lights can be in the off position, but the headlights + dash lights are ALWAYS on

very annoying
