Why are smaller fish less affected by an electrical barrier than larger fish?

Specifically, I'm talking about Asian carp here. Why is it that biologists predict the new barrier won't be able to stop the smaller carp but will stop the bigger ones?
 
I would imagine that larger fish take up more space in water allowing them to receive more current. Smaller fish take up less volume.
