Why are prescription drugs more expensive here in the U.S. than in foreign countries?

Why? Prescription drugs are cheaper when bought outside of U.S. when American citizens struggle paying for their medicines... why?
We CAN buy any prescription drugs we want. My mom got her Plavix (blood thinning medicine) in S. America easily, no prescription was necessary, and it only cost 1/3 of what they're charging here in the U.S.
Plavix costs $200.00 for a month supply, but my mom got it in S. America for $70 bucks.
Oh, I forgot to say that she bought it cheaper in Paraguay.
