Because the leaders of the legislative branch were fighting it. That included the FORMER House Speaker, Nancy Pelosi, who is supposed to be on the President's side on stuff.

Why do liberals claim Obama caught OBL, when all he did was get out of the way, to let the military do their job. The WH forced the military to let them know if the trail was hot, so they could get involved and later take credit.
Why do liberals claim Clinton was responsible for the economic boom of the 90's, when he had nothing to do with it? Clinton spent his first 4 years trying to get re-elected and his second term spitting in the face of justice, getting away with dozens of crimes, cover-ups, abuses of power and scandals.
I guess being President can credit you for things you didn't do and blame for things you are innocent.
