1. To allow Congress time to read the bills.
2. To allow the American people 2 weeks to read the bills and react before he signed anything.
It's quite obvious that Obama speaks loosely saying whatever he thinks will get what he wants at the time, with absolutely NO thought towards keeping his word.
His list of outright intentional lies are enough that no one should have any question that the man is extraordinarily dishonest with NO RESPECT FOR THE AMERICAN PEOPLE.

The democrats wouldn't pass simple amendments to close the loop hole that the congressional research center, THAT DEMOCRATS APPOINTED said were a live part of the bill and would have the effect of negating the language they put in to fool us.
