Why are only salaried managers allowed to settle disputes?

Why is it that irate customers and shoplifters can only be handled by a salaried manager? I'm an hourly supervisor and they say that we cannot do anything about shoplifters or a customer that is irate or is cussing and swearing. The policy states that you are to call a salaried member of management if a customer becomes upset about something. What makes a salaried manager be allowed to handle certain things that we cannot? Legal issues?
