why are my legs becoming more muscular than toned on the stationary bike?

What is your definition of toned ?
In reality, toned is being muscular, and having muscles show instead of fat.
If you're looking to get rid of fat, then keep going, because the better your muscles, the better you will get at biking, and the more fat you will lose.
 
i got a stationary bike a couple of weeks ago and have been using it a lot. i have pretty big legs, not gonna lie. i use the bike to tone them and only put the resistance on about a 5 or 6. lately my legs are just getting more muscular than toned, so they arent slimming out.

why is that and how can i fix that?
