...controversial? Please discuss with re? is this pretty much asking that all states that claim/promises the public something, they never keep it?
 
Wow, I can't follow your question. States have powers just like the Federal Government. States can make laws that are in conjunction with and more restrictive than Federal law, but generally not more lenient.

So when states make promises, they can enforce them within their borders in accordance with their own and Federal law.
