Why are Indigenous and Mestizo Hispanics counted as White in the Census?

USA is supposedly 72% White.
But considering the fact that Most Hispanics (Indigenous and Mestizos) are counted as White in the census, the USA isnt really 72% White, more like 60% White.

What do you think about this?
 
80% of them are not counted as white anywhere you go, the thing is you can fill out your own forms (census, etc) and if you see yourself as white then that is what you will put on any important document...
