Why are cop cars in California Black and White?

Wouldn't it make more sense for them to be easily visible.

In the UK all emergency services vehicles are painted in fluorencent colours.

At least in New York they are more visible like Blue and White.
 
It's a racial thing. Both black and white want even representation. This arrangement they feel will prevent or at least reduce race riots.
