Why are cars equipped with a high beam "flashing" mechanism?

You know what I'm talking about. When you pull the turn signal lever toward you, your headlights get temporarily bright until you release it. I know that people use them as courtesy (or sometimes aggressive) devices, but I've not heard of a law that says "blink your high beams at someone if...". (Just to get my opinion out there: I hate when someone blinks their headlights to warn people of a "speed trap". What if the person you just blinked at was speeding, a probable cause to be pulled over, and now they slow down. What if that person just robbed a bank or just murdered someone. Now that person will go down the road past the cop, without being caught because YOU thought you could save them a few bucks on a speeding ticket. Just my thought though...)
