Why are army rangers special ops?

I've talked to some rangers and they basically seem simply like an upgraded regular infantry force.

What is it that they do that is so special that regular infantry doesn't do?
Oh yeah. Just being really good doesn't make you special ops.

You must be qualified to conduct a certain number of special ops in order to be special ops. So what do the rangers do then?
